The key word is "reregulate." Obama is just putting the rules back in place and updating them for a 21 century economy.

Marriage is NOT a religious sacrament. The only two sacraments are communion and baptism. Further, there are plenty of heterosexuals who get married in ceremonies devoid of any religious symbolism. Two aetheist who get married have the same rights as two Christians.
